39.14 <br />(2) 'Temporary signs of combusLible material shall not <br />be larger than 120 square feet in area for each 20 feet of <br />building frontage. 'There shall not be more than one temporary <br />sign on any building frontage. <br />(3) No temporary sign of combustible construction shall <br />project over public property or right of way, but may extend <br />a maximum of six inches from the face of the building. <br />(4) Temporary signs of combustible construction shall <br />not be hung so as to cover either partially or completely any <br />door, window, or opening required for ventilation. <br />(5) No roof sign of combustible material and no temporary <br />ground sign shall be located on any multiple -residence, commer- <br />cial or industrial property in the city without first obtaining <br />a special permit therefor from the Council. If the Council <br />determines to grant an application for a special permit for any <br />such temporary sign or bannering, or any such temporary ground <br />sign, it may impose conditions upon the granting thereof, and <br />it shall be unlawful to locate or maintain any such sign or <br />bannering for a longer period or in a different manner than <br />that specified in the special permit. No such special permit <br />shall be for a period of more than 60 days. No such special <br />permit shall be granted, however, where such temporary signs or <br />banners are prohibited by other provisions of this Code. <br />subdivision-l6- Subdivision 9. Truck Signs. The following <br />standards shall be maintains ed for true signs: <br />(1) All signs posted upon any truck, or semi -traitor body, <br />or other mobile device shall be subject to the regulations of <br />this chapter and section. <br />subdivision-147 Subdivision 10. Application of Other <br />Provisions of this Sectioonn . Temporary ground signs as defined <br />in 39.01 8} (9), shall comply with the provisions of subdivi- <br />sion 15 8 here- . <br />subdivisien-187 Subdivision 11. Approval of Sign Permit <br />Applications. Upon presentation of app ication, permit fee, <br />plans and specifications and other required information, the <br />sign construction permit shall be issued by the Clerk, except <br />as provided in subdivision 19 12 of this chapter. <br />subdivision-19: Subdivision 12, Special Approval from <br />Council. In the case of an of for a sign requiring a <br />special permit, or which will be illuminated, or moving, or of <br />unusual height, size, design, or location, the Clerk shall <br />refer such sign to the Council for approval. No permit for <br />any such sign, so referred, shall be issued without first <br />obtaining the approval of the Council. <br />
