ADMINISTRATIVE NEWSLETTER <br />December 13, 1982 <br />Page Two <br />CABLE TV FRANCHISE (cont.) <br />An additional item that should be of interest to the City of Mounds <br />View with respect to the development of cable TV in the metropolitan <br />area is a report that has recently been submitted by the Metropolitan <br />Council's Task Force on Metropolitan Area Cable Communications Inter- <br />connection. The purpose of this Task Force was to submit a recommenda- <br />tion to the Metropolitan Council that .could insure the proper develop- <br />ment of a regional cable television channel as designated by the <br />Minnesota Cable Communications Board and required for all cable <br />communications franchises in the metropolitan area. Although it is <br />obvious that it would be necessary that there be an organization over- <br />seeing and coordinating such a regional channel, the recommendations <br />of the report caused great concern in that they recommended that a <br />regional commission be created by the Minnesota Legislature to oversee <br />the development and operation of such a regional channel with the <br />Metropolitan Council appointing the commission members and reviewing <br />the commission's capital budget and development plans. Considering <br />the success or lack thereof of the MWCC and MTC in the metropolitan <br />area as it relates to its responsiveness to the needs of the citizens <br />in the metropolitan area and sufficient oversight of such organization <br />it would seem that a new regional commission would be less than <br />desirable unless appropriate controls are placed on the functions of <br />the organization and adequate oversight of its operations are under- <br />taken by a responsible authority. <br />Staff will keep the Council appraised of any developments in this <br />area as they occur. <br />RAMSEY COUNTY LEAGUE OF LOCAL GOVERNMENTS COURT STUDY COMMITTEE <br />The report of the Ramsey County Court Study Committee, of which I was <br />a member, submitted its report to the Ramsey County League of Local <br />Governments Executive Board on Friday, December 3rd. A copy of this <br />report is included in your packet for your information. The report <br />will be reviewed by the Executive Board and a formal presentation of <br />the report will be made to the entire membership of the Ramsey County <br />League at a future date. <br />Although the final recommendations of this report might not be totally <br />popular with all of the communities in the Ramsey County area, I can <br />comfortably say that I feel that the Committee took into consideration <br />all of the factors surrounding this issue within their purview and <br />ability to study and submitted a recommendation which is not only well <br />thought out but is in the best interest of improving the efficiencies <br />of one of our governmental operations. <br />I would encourage all Councilmembers to read this report and should yoj <br />have any comments regarding its content please feel free to discuss <br />them with me. <br />
