1. <br />RESOLUTION NO. 1531 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION OUTLINING THE POLICIES REGARDING THE USE <br />OF VOLUNTEERS FOR WINTER FLOODING OF SKATING RINK <br />FACILITIES <br />WHEREAS, the Mounds View City Council is responsible for <br />the health, welfare and safety of all Mounds View residents; and <br />WHEREAS, the Mounds View City Council would like to pro- <br />vide the greatest amount of service as possible to Mounds View <br />residents at the most economical dollar; and <br />WHEREAS, Mounds View residents have indicated a willingness <br />to volunteer their services to maintain the winter ice skating rink <br />facilities; and <br />WHEREAS, the Mounds View City Council desires to establish <br />a policy for using volunteers with the winter skating program. <br />NOW, THEREFORE, DE IT RESOLVED that the City Council of <br />the City of Mounds View hereby adopts the following policies re- <br />lating to the use of volunteers for winter flooding: <br />1. All volunteer help must receive training through the city public <br />works department, through the water department on the use and <br />care of city equipment to include the following: <br />a. Proper care and drainage of city hydrants. <br />b. Proper procedure for draining and storing flooding hose. <br />c. Proper use of city equipment including hydrant wrenches, <br />city buildings and hose adaptors. <br />d. Proper flooding techniques to insure that not too much <br />water is placed on the ice or that flooding is only <br />occurring during the proper weather conditions. <br />2. That a responsible adult sign out the city equipment and they <br />would in turn assume responsibility for any loss, stolen or <br />damaged equipment due to negligence. And, furthermore, that <br />the responsible adult may be charged a fee for any missing or <br />damaged equipment. <br />3. That volunteer flooding will coincide with existing city skating <br />schedules so that proper ice will be available during the <br />Scheduled 1.1111C `J• <br />4. Since the volunteer help will not detract or deter from the city's <br />union personnel from receiving overtime pay when it is applicable. <br />5. No minors will be allowed to perform any flooding or volunteer work <br />at the skating facilities without the supervision of a responsible <br />adult. <br />
