TO: Mayor & Council <br />FROM: Finance Director -Treasurer Brager <br />DATE: December 22, 1982 <br />RE: CHAPTER 22, MUNICIPAL CODE, <br />SPECIAL POLICE DEPARTMENT FUND <br />Chapter 22 established a special police department fund to <br />receipt police State Aids. These aids are shared premium taxes <br />received from insurers writing auto liability policies in the State. <br />The only transactions recorded in the fund are the receipt of the <br />aid check and subsequent transfer to the General Fund. State <br />Statutes prescribe the aids be used for police retirement which is <br />paid in the General Fund. <br />Our auditor's have proposed elimination of the Fund and direct <br />receipt of the aids into the General Fund. I have discussed this <br />with the City Attorney and he states that he can not find a require- <br />ment in the legislation pertaining to these aids that requires a <br />special fund be established. I agree with our auditors that this <br />fund be eliminated and aids received be receipted directly into the <br />General Fund. Elimination of this fund would simplify our accounting <br />for the aid and reduce extra work associated with the maintenance of <br />a separate fund. <br />I request Council consider eliminating this chapter of the <br />Municipal Code. <br />DB/ds <br />
