December 30, 1982 <br />SUBJECT: PROPOSED JOINT AND COOPERATIVE AGREEMENT FOR THE <br />ADMINISTRATION OF A CABLE COMMUNICATIONS SYSTEM <br />Attached to this memorandum please find a copy of the referenced <br />agreement and letter of transmittal as submitted by the existing <br />North Suburban Cable Commission which has completed all of the <br />duties outlined in its original charge and, therefore, stands dis- <br />solved until and if a new commission is created. Jerry Skelly and <br />Tom Creighton will be present at your January 3rd meeting to discuss <br />the agreement with you. <br />It is my understanding from discussions with Jerry Skelly that the <br />agreement would give the Commission the authority to coordinate, <br />administer, and enforce the Cable TV Franchise of each member city. <br />This authority would not include complete responsibility for local <br />access programming which may still be organized by each member city <br />coordinated by the Commission for the entire system. <br />Each city will pay a proportional share of the Commission's opera- <br />ting expenses from the franchise fee with the remainder being used <br />by the member city for cable related purposes. <br />It is my personal position and professional opinion that this pro- <br />posal offers Mounds View the best of both worlds in that we can <br />organize and operate local access programming of a local level and the <br />overall administration of the franchise can be handled in a more <br />coordinated and efficient manner by an umbrella organization for the <br />10 originating cities. <br />DFP/bc <br />Attachment <br />CC!
