. 3 <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />" t Regular Meeting <br />4 January 10, 1983 <br />Mounds View City Hall <br />2401 Hwy. 10, Mounds View, MN 55112 <br />----------------------------------------------------------------------- <br />The Mounds View City Council was called to order <br />by Mayor McCarty at 7:33 PM. <br />MEMBERS PRESENT: Councilmembers Linke, Hankner, <br />BI—anchard, Doty and Mayor McCarty. <br />ALSO PRESENT: City Attorney Meyers, Clerk/ <br />Administrator Pauley and Public Works/Community <br />Development Director Johnson. <br />Motion/Second: Doty/Blanchard to approve the <br />ecem�1982 minutes as corrected. <br />3 ayes 0 nays 2 abstentions <br />Councilmembers Linke and Hankner abstained from <br />the vote as they had not been sworn in as Council - <br />members at that meeting. <br />Motion/Second: Doty/Linke to approve the January <br />, 983 minutes as corrected. <br />5 ayes 0 nays <br />Dan McFarlane, 2848 County Road I, explained to the <br />Council he is in the business of renting signs, and <br />he has been informed by Staff that a permit is <br />required each time a sign is used. He presented <br />the Council with a picture of the sign he rents and <br />stated he could adjust it so that no lights would <br />flash. He added he would be willing to meet the <br />requirements of the City at all times, and asked <br />if the Council would authorize him to by-pass the <br />permits, as his potential customers are he-itant <br />about having to take out a permit. <br />Mayor McCarty asked Attorney Meyers to research the <br />code and get back to Mr. McFarlane later during the <br />meeting, <br />1.
