MEMO TO: Mayor and City Council FROM: Public Works/Community Development Director DATE: January 20, 1983 SUI3JECT: PARKING ANALYSIS NEAR MOUNDS VIEW ESTATES APARTMENTS LOCATED NEAR JACKSON DRIVE AND GROEERG STREET INTERSECTION As you are aware, this summer "no parking" signs were erected on County Road I to control parking problems that were beginning to occur in the vicinity of several apartment buildings on the south side of County Road I. As a result of those parking signs being installed, a meeting was held this fall with the various apartment owners and tenants to discuss the parking problems that seem to be prevalent within or near the complexes. As a result of that meeting, the City Council directed staff to review the parking situation as it related to the Mounds View Estates apartment buildings located south of County Road I on the west side of Jackson Drive and on the cast side of Jackson Drive northerly of Groberg Street. I have attached sketches of alternate parking arrangements that were evaluated. Two basic alternative parking arrangements were (1) perpendicular parking and (2) parallel parking. These parking arrangements were reviewed by staff members including the Police Chief, Clerk -Administrator and myself. It is recommended that the parallel narkina arrangement offers a Lciief to the lack of parking in the vicinity of the two apartment building with the least amount of problem to the City. The factors taken into consid- eration by staff were as follows: 1) Lack of sidewalks in the area would result in significant conflict problem if perpendicular parking were used because of the presence of children and bicyclists walk- ing within the street area. 2) Snow plowing could be a major problem :A th perpendicular parking in that the lack of adequate space to store the snow could result in cars not being parked properly and/ or encroaching upon the street traffic flow. 3) Perpendicular parking would also result in problems from a traffic control standpoint as it relates to visi- bility problems for cars backing out of the parking stalls into the traffic on Jackson or Groberg. 4) Jackson Drive, at the intersection of Groberg Street, has periodic pending due to storm events. Drainage on Jackson Drive would only be compounded by both parking alternatives but would be least impacted by parallel parking arrangement.
