MEMO TO: Mayor and City Council <br />FROM: Public Works/Community Development Director <br />DATE: January 20, 1983 <br />SUI3JECT: PARKING ANALYSIS NEAR MOUNDS VIEW ESTATES APARTMENTS <br />LOCATED NEAR JACKSON DRIVE AND GROEERG STREET INTERSECTION <br />As you are aware, this summer "no parking" signs were erected on <br />County Road I to control parking problems that were beginning to <br />occur in the vicinity of several apartment buildings on the south <br />side of County Road I. As a result of those parking signs being <br />installed, a meeting was held this fall with the various apartment <br />owners and tenants to discuss the parking problems that seem to be <br />prevalent within or near the complexes. As a result of that <br />meeting, the City Council directed staff to review the parking <br />situation as it related to the Mounds View Estates apartment <br />buildings located south of County Road I on the west side of <br />Jackson Drive and on the cast side of Jackson Drive northerly of <br />Groberg Street. <br />I have attached sketches of alternate parking arrangements that <br />were evaluated. Two basic alternative parking arrangements were <br />(1) perpendicular parking and (2) parallel parking. <br />These parking arrangements were reviewed by staff members including <br />the Police Chief, Clerk -Administrator and myself. It is recommended <br />that the parallel narkina arrangement offers a Lciief to the lack of <br />parking in the vicinity of the two apartment building with the <br />least amount of problem to the City. The factors taken into consid- <br />eration by staff were as follows: <br />1) Lack of sidewalks in the area would result in significant <br />conflict problem if perpendicular parking were used <br />because of the presence of children and bicyclists walk- <br />ing within the street area. <br />2) Snow plowing could be a major problem :A th perpendicular <br />parking in that the lack of adequate space to store the <br />snow could result in cars not being parked properly and/ <br />or encroaching upon the street traffic flow. <br />3) Perpendicular parking would also result in problems <br />from a traffic control standpoint as it relates to visi- <br />bility problems for cars backing out of the parking <br />stalls into the traffic on Jackson or Groberg. <br />4) Jackson Drive, at the intersection of Groberg Street, <br />has periodic pending due to storm events. Drainage on <br />Jackson Drive would only be compounded by both parking <br />alternatives but would be least impacted by parallel <br />parking arrangement. <br />
