Mayor and City Council <br />Page 2 <br />January 20, 1983 <br />5) The parallel parking arrangement minimizes the hard <br />surface area that would be necessary to create the <br />parking stalls. <br />G) City Code requires a variance to install perpendicular <br />stalls off the street in apartment unit areas. <br />7) Recent traffic counts on Jackson Drive south of County <br />Road I indicate that there are 1,523 vehicles per day <br />using this segment of roadway. <br />It is further recommended by staff that the parking alternatives <br />would be constructed with a hard surface by the apartment owners <br />and that the parking stalls would then in turn be maintained by <br />the property owners to include snow plowing and any repair work <br />that may prove to be necessary. <br />This item was then forwarded to the Mounds View Planning <br />Commission and was discussed at their January 19, 1983, meeting. <br />The Planning Commission concurred in the recommendations of the <br />planning staff with the following two areas they thought the <br />City Council should consider: <br />1) That the owner should also be required to enforce <br />utilization of the parking stalls or face loss of the <br />use of them by installation of "no parking" signs. <br />?) That the apartment owner more clearly indicate tenant <br />and guest parking areas and, if necessary, assign parking <br />stalls to apartment units. <br />As can be seen from the sketches:, the apartment buildings on the <br />west side of Jackson Drive have 40 units with 54 parking spaces. <br />The addition of the recommended 9 stalls would not bring the <br />parking requirements into conformance with existing Code require- <br />ments but would only serve to alleviate a strained parking situation. <br />The 3 apartment buildings easterly of Jackson Drive contain 24 units <br />with 28 parking spaces. The addition of 5 stalls, once again, would <br />not alleviate the problem but would provide some relief to a strained <br />parking situation. <br />it is, therefore, recommended by staff to the City Council that the <br />apartment complexes known as Mounds View Estates be allowed to <br />install 14 additional improved parking stalls adjacent to Jackson <br />Drive and Groberg Street as noted on the attached sketches. These <br />parking stalls would be located outside of existing paved surfaces <br />and would be installed in such a fashion as to provide positive <br />drainage to the paved surface and ultimately to the storm drainage system in the area.
