MEMO TO: Mayor and City Council <br />9 Planning Comidssion <br />FROM: Director of Public Works/Community Development <br />DATE: March 17, 1983 <br />SUBJECT: TONY POPPELAARS DEVELOPMENT PROPOSAL <br />AND WETLAND ALTERATION PERMIT <br />Attached are copies of staff report to Planning Commission and <br />site plan regarding the Poppelaars proposal. <br />The Planning commission met with Mr. Poppelaars on March 16, 1983 <br />to review development proposal. Many issues were raised as to the <br />application of Chapter 48 of the Wetlands Zoning Ordinance. The <br />following items should be discussed at the joint meeting with the <br />City Council and Punning Commission on March 21, 1983. <br />1) <br />Should application be reviewed under a "conservation" or <br />"liberal" interpretation of <br />the ordinance? <br />2) <br />What are appropriate uses that <br />will be considered within <br />the buffer area or "altered" <br />wetland area? <br />a3) <br />What criteria should be used <br />to determine the degree of <br />intensification or intrusion <br />to be permitted within the <br />wetland or buffer area? <br />4) Generally, at what point will alteration of the wetland <br />and buffer areas become a substantial or significant adverse <br />impact? <br />Specific data for wetland in question will be handed out Monday evening. <br />If you have any questions, please contact me. <br />JCJ/bc <br />Attachments <br />
