CASE: 125-83, Item G on 4/6/83 Planning Commission Agenda <br />ITEM: Development Proposal (10 Unit Multiple Dwelling) <br />Wetlands Alteration Permit <br />APPLICANT: Tony Poppelaars <br />LOCATION: 7662/7GG4 Woodlawn Drive <br />SUMMARY OF REQUEST <br />Applicant requests to construct a 10 unit building on Lots 1 and 2, <br />Block 2 of Park Vicw Turrace Addition. The applicant also requests a <br />wetland alteration permit which is required for this development. <br />PLANNING; CONSIDERATiONs <br />Zoning and Comprehensive Plan: <br />1) Existing zoning on the property is R-3, General Residence, based <br />on the previous zoning language. All existing R-3 residential <br />zones lie in areas of High Density Residential use. The Planning <br />Commission is presently undertaking the revision of the zoning <br />map to bring it into conformance with existing Zoning Code langu- <br />age. The lots in question lie in an area of High Density Residen- <br />tial Use and the proposed use would meet Zoning Code requirements. <br />2) The Comprehensive Plan denotes the area as High Density Residential. <br />The proposed development would be classified as High Density <br />Residential. <br />Parking/Driveway Area: <br />1) Code requires 1� free spaces per unit and at least one garage <br />space per unit. Plans show 11 garages (10 required) and 14 free <br />spaces (15 required). One garage could be replaced with a free <br />space and the number of spaces would meet Code requirements. Plans <br />also show 9 foot by 20 foot spaces. Present Code requires A by <br />20 foot spaces. The new Zoning Code is recommending 9 by 20 foot <br />spaces. Fifteen 9' foot spaces can be placed on the site and still <br />remain 5 feet from the front property line. <br />2) Driveway area is adequate for vehicular maneuverability. ideally <br />space should be left at the western edge of the parking area for <br />cars in free space #14 or in garage #11 to back into. Space, <br />although, is limited. <br />Utility services: <br />1) Both water and sewer service is available on woodlawn Drive. <br />Wetlands Alteration Permit and Drainage: <br />1) The development as proposed encroaches upon both the wetland <br />zoning district (including the wetland itself and 100 foot buffer <br />area) and the floodplain area. <br />2) The applicant• is proposing to fill a portion of both the wetland <br />and floodplain, as delineated on the wetland zoning district and <br />
