Public hearings are held for each proposed areal <br />4. The hearing examiner's report is submitted to the WMB; <br />5. The WMB reviews the hearing examiner's findings and <br />recommendations and the record of the hearing; and, <br />6. PLEASE BE ADVISED that <br />it may not be possible to copy certain documents such as large <br />maps. PLEASE BE ADVISED that this hearing is neither a contested <br />case hearing nor a rulemaking hearing. Therefore, the procedural <br />rules applicable to contested case and rulemaking hearings are <br />inapplicable. The following procedures shall be followed: <br />1. The hearing will be opened by the hearing examiner who <br />will explain the hearing procedures. <br />2. Members of the public will be given an opportunity to make <br />oral statements, to offer written documents into the record and to <br />direct questions to the WMB staff. Representatives of 'the VIMB <br />staff may address questions to members of the public. <br />5. The hearing examiner may exclude testimony which is <br />irrelevant, immaterial, or unduly repetitious. In addition, the <br />hearing examiner may disallow questioning which is irrelevant, <br />immaterial, unduly repetitious, argumentative, harassing, or <br />
