-7- <br />11. PREVIOUS SEARCH (STATEWIDE) <br />A. Procedural <br />24. On November 10, 1980, the Board notified officials representing all local <br />governments in Minnesota that the entire state was being searched for suitable <br />areas for hazardous waste management facilities. <br />25. The Board recognized that widespread public involvement should be a central <br />element in the siting process. Consequently citizens throughout the state were <br />asked to participate and make recommendations regarding the development of siting <br />criteria and the collection of data concerning each area. The Board began the <br />process by holding over 60 meetings across the state to acquaint citizens with <br />the issue of hazardous waste management and to ask for advice on what criteria <br />the Board should use in selecting hazardous waste management sites. <br />26. Based on the recommendations from the public, the suggestions of technical <br />consultants, staff, and others, and taking into account specific legal require- <br />ments included in the Waste Management Act, the Board developed selection criteria <br />and identified 60 "preliminary areas" across the state to study for possible <br />inclussion on the omcrscinn farilihi`� : •- - <br />.n�ciiwry. <br />27. Recognizing that some companies in the state might already be planning to <br />develop processing facilities, or that existing facilities could be converted to <br />process hazardous wastes, the Board advertised that it would consider sites <br />volunteered by local governments -or private firms. Eleven sites were volunteered <br />before the July 1, 1981 deadline. <br />28, During the summer of 1981 the Board held public meetings in or near the <br />identified preliminary areas. The Board also collected information about the <br />areas (such as land use, transportation access, natural features, etc.) from <br />state agencies, local governments, and site inspections.
