Dis- <br />cussed below however, are only those factors emphasized by the Board in its <br />deliberations. <br />Burnsville <br />141. City wells for Burnsville are approximately 3 miles away from the prelimin• <br />ary area. However, the City of Burnsville has expressed concern for city wells <br />in Savage (located over a mile to the northwest of the area) which they feel may <br />be downstream from the area in the groundwater flow. <br />142. The northwestern portion of the area (west of Burnsville Parkway and north <br />of Highway 42) is proposed for residential. development. The city intends to form <br />u <br />in than area by impounding storm water runoff. The northwestern edge <br />of the area is proposed to be rezoned from industrial to RM (medium density <br />residential). There is also a proposal to rezone a portion of the area south <br />of Highway 42 and west of Burnsville Parkway from industry to PUD. The remain- <br />der of the area is shown for continued industrial park development. The City <br />is preparing a report on the industrial area south of Highway 42. This report <br />recommends promotion of "high quality, high technology" industry and to create <br />a "campus atmosphere" in the industrial area. <br />143. The majority of the soil types on -site do not have the clay content that <br />enhances facility operation. The map shows a "patchy" pattern of soil varia- <br />bility which is similar to the glacial geology of the area. The largest areas <br />of soil without the clay content are the Estherville and Manick Series which <br />form over sandy and -gravelly surfaces. There is also a large area of organic <br />soil. (peat) in the northern portion of the site. There are many areas within <br />
