-z- <br />Commissicn Chairman Schaber's comment that the County is <br />providing a "free service" to the municipalities or <br />Mr. McKenna's comment that there is no logical reason for <br />Ramsey County to collect assessments for municipalities. <br />It strikes me that it is interesting that the Countatutety is sand <br />unwilling to collect asssessments as provided <br />at the same time they are more than willing to ctas theno <br />collection agency for traffic tickets, particularlyime <br />court costs are involved anaggressive roletintmatterssit suchlasttheseoandspoint <br />assume a more out to the County <br />that they are benefiting from municipal activities <br />in other ways. <br />I do not wish to begin a battle with Ramsey County over this or <br />any other issue, however, at the same time I feel it is necessary <br />we begin to defend our position on issues such as this ns our <br />revenue base is regularly being diminished by the a ctfacing aopositionher <br />governmental jurisdictions and we are quickly <br />where we will be unable to provide those services expected and <br />demanded by the residents of our community because of reduced <br />revenues. <br />RECOMMENDATION: Staff would recommend that Mayor McCarty or a <br />representative of the City Council and members of the City staff <br />meet with Commissioner Schaber and members of the Ramsey County <br />staff to discuss this issue and other related matters to edw, <br />a clear understanding on these issues and maintain goodwill <br />between the City and County. <br />DFP/pf <br />Attachments <br />
