SCHABER REGARDING SPECIAL ASSESSMENTS <br />i've reviewed the June 17, 1983 letter to Duane McCarty from Warren <br />Schaber and the attached memorandums from the Taxation and Records <br />Administration Department concerning the matter of special assess- <br />ments. While I can appreciate the staffing problems or" the Depart- <br />ment of Taxation and Records Administration caused by County budget- <br />ary constraints I non the less feel that as the City's collection <br />agent for special assessments information on outstanding balances <br />should be provided on a timely basis. In addition I feel that part <br />of the problem has been brought on by the Department itself. It is <br />my understanding that the County has a state of the art control data <br />computer and the County Treasurer's office has utilized that computer <br />system in connection with their job of collecting property taxes and <br />special assessments from County residents. However, the Department <br />of Taxation and Records Administration has not chosen to utilize the <br />computer system in the special assessments area. At the present time <br />they have a manual system to which they post data which is computer <br />generated on assessment collections to their manual set of books <br />�. which contain the balances on individual assessments. I am therefore <br />of the opinion that the County should provide these balances on a <br />timely basis in spite of their staffing and budgetary problems. <br />Mr. Schaber indicates that the County is currently considering charg- <br />ing for the collection of special assessments and the record keeping <br />.w .. am y a(n1}V withina5avviaiwd with uhc:;.nwaaen.�_—c.T onar,raraof <br />the State of Minnesota that is presently charging for this service. <br />I would suggest that the City Attorney research applicable Statutes <br />in order to determine whether or not the County would be able to <br />charge for these services. I would not be in favor of paying for a <br />service which traditionally has been provided to us at no cost in the <br />past. <br />RTCE <br />
