NOTES FOR THE JULY 12 PLANNERS' FORUM ON SURFACE WATER 14ANAGEMENT <br />Marcel Jouscau, Metropolitan Council <br />ROLE OF THE COUNCIL IN THE AMENDED ACT <br />o First, to provide a time extention, where warranted, for the formation <br />of Watershed Management Organization. <br />Council will need to determine that substantial progress is being made. <br />Will likely devise an internal review process in order to make the <br />determination of progress. "robably will include some time for comments <br />from local governments in the development of this process. (This will <br />not be anything like rules but rather informal guidelines, which could <br />be completed by early November.) <br />o Second, to review watershed plans. <br />Two levels of review are required, like under the Land Planning Act. <br />The Council will determine the conformance of the plan with Council <br />policies (advisory comments). The Council is also direced to review the <br />plans for impacts on Metro Systems and any changes required in the local <br />comprehensive plans. <br />AVAILABLE ASSISTANCE FROM COUNCIL <br />o Planner's Guide to the Watershed Plan: Council to complete this report <br />by early November 1983. <br />o Runoff and Water Quality Data: Council to provide data on runoff <br />volume, runoff quality and lake water quality for various but limited <br />number of areas. Contact for Runoff: Gary Oberts at 291-646 . Contact <br />for Lake Water Quality: Dick Osgood at 2 - <br />o Planning Assistance Report: Council to complete this report by October <br />1, 1983• To provide graphic models relating to water quality. Also, to <br />contain information on Management practices to deal with runoff volume <br />and quality. <br />o Seminars one on runoff an one on lakes. To be held during the first <br />quarter of 1984. <br />o Staff time will be available to answer questions from local governments <br />or watershed organizations.
