What should be the primary thrust of the water and manage- <br />ment organization? <br />a) Basic coordination of parties to meet legal WP10 require- <br />ments. <br />b) Provide over -view authority to ensure parties meet legal <br />f,940 requirements and follow ultimate plan implementation. <br />c) Provide staff to assist parties in developing and imple- <br />menting overall plan and local plan. <br />d) Provide staff as in (see c) above) plus monitor flows, <br />monitor qualities, predict problems and undertake projects <br />that cross municipal boundaries. <br />e) Provide an overseer authority to process permits and ensure <br />compliance with local and overall management plans. <br />f) A combination of portions of the above. <br />3.
