MEMO TO: Mounds View City Council _ <br />FROM: Bruce K. Andersun, Direeriir;, I , <br />Parks, Recreation and Fore:5^.ry; <br />RE: City Vehicle Status <br />As you are aware, the City of Mounds View has received a <br />PRAB Grant from the Department of Hconumic Security in the <br />amount of $33,286.00. The grant program commenced on <br />Wednesday, July 20, 1983 and since that date has been very <br />actively developing a trail system at Silver View Park. One <br />of the major problems that has arisen is transportation of <br />equipment• and materials from the maintenance garage to <br />Silver View Park as well as the young people from their work <br />headquarters at Woodcrest Park. A temporary solution has <br />been developed by having one of the young people drive their <br />personal vehicle on a day to day basis. This has worked <br />fairly effectively but staff is concerned that some <br />potential problems could develop such as truck breakdown, <br />liability and other cost related concerns. To that end, <br />staff has developed a memorandum of understanding between <br />Ms. Thompson and the City which spells out more clearly what <br />the expectations and liability agreements would be between <br />the City and the use of her vehicle. Staff has attached a <br />copy of that memorandum for your review and consideration. <br />The second option that the City has is to purchase a one ton <br />dump truck as originally budgeted out of the 1983 revenue <br />sharing account. Staff has attached a formal bid proposal <br />from Iten Chevrolet which currently has a 1983 one ton dump <br />truck in stock that could become available immediately <br />should the City Council desire to go in that direction. As <br />can be seen in the enclosed formal bid, the cost of the one <br />ton dump truck is $12,993.00 and the City has $15,000.00 <br />budgeted out of the revenue sharing account. Staff had <br />intended on going to a formal bid process in the next weeks <br />to reevaluate the purchase of a one ton dump truck as the <br />original request was tabled in December, 1982 due to the <br />state's financial crisis. <br />Staff is requesting from the City Council as to how we <br />should pursue this issue as to whether or not it would be <br />worth acquiring the one ton dump truck to meet our immediate <br />needs or enter into an agreement with Ms. Thompson for the <br />use of her vehicle for the remainder of the PRAD Grant. <br />Staff will be on hand Monday evening to discuss any issues <br />you may have on this issue and may be contacted at ext. #Al <br />should you have any further questions or require additional <br />information. <br />RECOMMENDATION: To provide staff with direction as to the <br />purchase of a one ton dump truck as proposed from from Iten <br />Chevrolet or direct staff to enter into an agreement as <br />attached with Mary Jo 'Thompson for the use of her personal <br />vehicle. <br />BKA/sll <br />Attachment <br />
