�,zj't8 <br />MEMO TO: Mounds View City Council <br />FROM: Bruce K. Anderson, Director <br />Parks, RecruaLion and Forestry <br />DATE: September 22, 19133 <br />RE: Chapter 35 - Mounds View Festivities Commission <br />Attached is a copy of the revised ordinance code Chapter 35 <br />regarding the Mounds View Festivities Commission. The revised <br />by-laws or chapter has been prepared and approved by the Mounds <br />View Festivities Commission and would need formal Council action <br />to adopt the revised ordinance. <br />The major changes in the by-laws are as follows: <br />1. Under 35.03-Organization, the Festivities Commission has more <br />clearly delineated the meeting dates, quorum expectations as <br />well as election and budgeting procedures. <br />2. Under 35.04-Terms and Vacancies, we have clearly defined the <br />lengths of terms as well as the processes to how people will <br />be elected. In addition, the appointments will be made by the <br />Mayor with the approval of the City Council. <br />3. Specific statements have been made regarding the procedure for <br />removal from office under 35.06 if two consecutive meetings <br />are missed without a valid reason. This statement is similar <br />to other commissions within the City. <br />4. Under 35.07, general policies have been established regarding <br />guidelines for the Festivities Commission including banning of <br />alcoholic beverages, carnival atmospheres as well as political <br />activity. <br />5. Under 35.08, specific duties have been better defined <br />including the establishment of nine specific committees with <br />responsibilities outlined for each of these committees. <br />The revised Festivities Commission by-laws are much more specific <br />and better define the responsibilities and role of the <br />Festivities Commission. Staff would recommend that a first <br />hearing be established and set for the new ordinance change - <br />Chapter 35. <br />RECOMMENDATION: Staff would recommend that a first reading be set <br />for the substituted city code chapter 35 on Monday, September 26, <br />1983 to adopt the substituted chapter as required by City <br />Charter. <br />BKA/sll <br />Attachment <br />
