r--. <br />MEMO TO: <br />FROM: <br />Mayor and City Council <br />Clerk -Administrator <br />DATE: September 12, <br />, <br />1983 <br />SUBJECT: METROPOLITAN DEVELOPMENT GUIDE HOUSING CHAPTER REVISIONS <br />Attached please find correspondence received from Joan Campbell, <br />Chair of the Metropolitan andaYommunity Development committeeil's f <br />the Metropolitan Council, reg 9 <br />he k a revision of the Housing Chapter of its <br />proposal to underta e <br />Metropolitan Development Guide. <br />Staff wishes to receive Council input as to any comments you might <br />wish to make regarding the direction of their efforts in revising <br />the Housing Chapter. The only comment staff would wish to make <br />regarding this matter would be that an emphasis should be placed <br />by the Metropolitan Council on the evaluation of housing needs for <br />all possible consumer groups rather than limiting it to or placing <br />significant emphasis upon specific groups, such as, low income, <br />large families, families headed by women, minority households, or <br />households with a handicapped member. with the high interest rates <br />presently being charged for home mortgages, it strikes me that any <br />family or individual(s) which is a member of the first home buyer <br />market will have a most difficult time buying a home under our <br />existing economic and interest rate conditions, and the Metropolitan <br />Council needs to address this factor before giving any special <br />consideration to select groups. <br />Staff would appreciate comments from Council on this matter. <br />DPP/pf <br />Attachments <br />
