Public Works/Communj.ty Development , <br />DATE: October 5, 1993 <br />SUBJECT: STATUS REPORT FOR 1983 MSA RESURFACING PROJECT <br />On 10/4/83 a meeting was held with Elmer Morris, MnDOT District 9 <br />State Aid Engineer and his assistant. The purpose of the meeting <br />was to resolve the impasse on approval of an eligible project to <br />allow bids to be taken and funds encumbered to meet the MSA regu- <br />lations. <br />The proposed project area, Groveland from Highway 10 to Ardan and <br />Arden from Groveland to Red Oak, was reviewed in the field. Other <br />segments of Ardan, Groveland, Edgewood, and County Road I were also <br />field reviewed. Mr. Morris thought that the roads were in good <br />shape except for the few isolated problem areas previously identified. <br />After considerable discussion the following items were determined: <br />1. The proposed resurfacing of Groveland from Highway 10 to <br />Laport would be defined as "maintenance" and, therefore, <br />not eligible for "Construction" funds. <br />2. The proposed repair work on Groveland from Laport to Ardan <br />and repair on Ardan from Groveland to a point 130 feet east <br />Of Fairchild should consist of total reconstruction which, <br />if rebuilt to current MSA standards,"should"be eligible for <br />"Construction" funds. <br />3. The proposed work on Ardan, except as noted above, between <br />Fairchild and Red Oak would be also defined as "maintenance". <br />4. Almost all of the MSA street work needed in Mounds View <br />appears to fit under the "maintenance" definition as opposed <br />to "Construction" definition. <br />5. The only apparent eligible construction projects would be <br />as follows: <br />A. County Road I, from Silver Lake Road to Highway 10. <br />B. County Road I, from Highway 10 to I-3511 in cooperation <br />with Ramsey County. <br />C. Edgewood, from County Road I to Hillview (a new road <br />which may never be completed due to wetland problems). <br />D. County Road 112, from Highway 10 to Quincy. <br />
