To meet current MSA standards for construction fund eligi- <br />bility the following basic criteria will need to be met; <br />A. road strengths meet a nine ton design standard. <br />B. road width shall be 46 feet or obtain a variance to <br />44 feet with concrete curb and gutter. <br />uate <br />o handle a <br />ive <br />C. <br />storm.(Current bstorm gt <br />sewerparallfn <br />paralleling mayar not <br />meet this criteria.) <br />D. new roadway will be "as good as new" when project is <br />complete. <br />Attached for your information is a copy of the minutes of the <br />"Unencumbered Construction Fund Subcommittee" meeting held on <br />August 17, 1983. Item 5 is the recommendation for Mounds view. <br />If the December 1, 1983 deadline for establishing a bid date is <br />not met then the 1984 construction allotment will be reduced by <br />$26,000+. If further progress is not made by June 30, 1984 then <br />the 1985 construction allotment could be further reduced by <br />$52,000+. The 1983 allotment was 184,086. The recommendation <br />of the Subcommittee will go to the full committee on October 26, <br />1983. The final determination will be made by the Commissioner <br />of Transportation in January 1984. <br />The following are possible options to prevent reductions in the <br />MSA allotments: <br />1. File formal appealfor exception to the "maintenance" <br />definition. <br />2. Request a variance to the required pavement width (approval <br />routine) and concrete curb and gutter (MnDOT staff indicates <br />that approval is not likely). <br />3. Authorize staff to advertise for bids for the proposed <br />project with award contingent upon formal approval by MnDOT <br />of the project for funding using MSA monies.
