MEMO TO: Mayor and City Council <br />FROM: Clerk -Administrator <br />DATE: October 3, 1983 <br />SUBJECT: GOVERNOR'S BLUE RIBBON CITIZENS COMMISSION ON THE <br />METROPOLITAN WASTE CONTROL COMMISSION <br />Attached please find a letter from John Boland, Chairman of the <br />Governor's Blue Ribbon Citizens Commission to review the Metropolitan <br />Waste Control Commission, requesting our comments regarding the <br />interaction of the MWCC with the City of Mounds View. <br />staff has reviewed this letter and our present relationships with <br />the MWCC and would offer the following comments for consideration <br />by the City Council for inclusion with those you might wish to make <br />to the Governor's Commission. These comments are as follows: <br />1. The organization is so monolithic that it is at best diffi- <br />cult to obtain concise information about those aspects of <br />the MWCC operation having the greatest impact upon our <br />community. <br />2. Our needs are being met as it relates to the handling and <br />treatment of sewage, however, the substantial increases in <br />the cost of the system levied on the City on an annual <br />basis has become burdensome to the point that it is limiting <br />our ability to maintain our local system. Annual billings <br />from the MWCC have been of such a magnitude, particularly in <br />light of the more than substantial percentage increase in <br />their budget, that the City has been unable in good conscience <br />to pass these increases along to the consumer and as a result <br />we have been forced, until very recently, to reduce our <br />operating budget, thus, not providing for the adequate <br />maintenance of our system. <br />3. It greatly distresses us to learn from the local news media <br />LhaL iL is the posiLiun of donne uL the staff of the MWCC <br />that all users of the system will be expected to pay for a <br />storm water/sanitary sewer separation system when only a <br />select portion of the system's users will benefit from the <br />project. We feel that we should not be held financially <br />responsible for correcting the deficiencies of a system caused <br />by a decision of one community to cut their original construction <br />costs and now expect all communities in the system to rectify. <br />
