-z- <br />4. MWCC costs are a substantial part of the Sewer Fund operating <br />Budget of the City of Mounds View. It is difficult to obtain <br />estimated costs to use in budget preparation. We would suggest <br />that the MWCC routinely mail cities estimates of their next <br />year's changes in the same manner that the Minnesota Department <br />of Revenue provides estimates of Local Government Aid and levy <br />limits. <br />5. It is our considered opinion that the MWCC has expanded in the <br />areas of manpower and plant facilities at such a rate that the <br />system has gotten out of control and could be running amuck <br />because those in authority are unable to manage the system. We <br />would strongly encourage that a non -biased, technically competent, <br />outside organization be given the task of evaluating the entire <br />MWCC organization and sulAnit recommendations to the MWCC, Metro- <br />politan Council, and the Legislature for modifications to the <br />administration and operation of the MWCC. <br />Staff would request that, at your Agenda Session on October 17th, <br />you provide comments with respect to those provided by staff in <br />this memorandum and any which you wish to have included in any <br />communication to the Governor's Blue Ribbon Commission. <br />DFP/pf <br />Attachment <br />j <br />
