ASSISTANCE AND ADMINISTRATION <br />The Council encourages applications for IRB financing and will provide e <br />assistance to municipalities and firms in structuring proposals. <br />While Council staff is available to assist in project planning, a proposal will <br />not be considered for preliminary approval by the Metropolitan Council until an <br />application has been completed and tentative findings and requirements have <br />been met.
