Even though the need for residential, industrial, agricultural and commercial <br />land is recognized, this policy indicates (implicitly) that the environment and I <br />the availability of services are more important than "market" demand in <br />determining land use. <br />MDF Policy No. 2: <br />Reinvestment required for replacement and maintenance of metropolitan <br />systems serving existing development should have priority over investment <br />for expansion except where analysis shows a shortage of land with urban <br />services could seriously affect housing costs. <br />The Council"s primary tools for regional planning are investments in the <br />regional systems. Here, the priorities for reinvestment and maintenance of the <br />systems should serve economic growth and development well (within the MUSA), <br />because that is where the bulk of business growth takes place. However, the <br />exception (at the end of the policy) moves concerns away from such development <br />in favor of residential development on the edge of the MUSA. <br />Two Metropolitan Investment Framework (MIF) policies also deal with investments <br />in the regional systems. They belong more appropriately in the MDF than the <br />MIF. <br />MIF Policy No. 9: <br />Within the Metropolitan Urban Service Area (MUSA) and the Freestanding <br />Growth Centers, priorities for capital projects for metropolitan systems <br />will be based on the following hierarchy: <br />a. Maintenance, replacement and achievement of minimum service standards <br />identified in policy plans (by Metropolitan Development Framework policy <br />areas, whenever possible); <br />b. Extension of a metropolitan system where growth projected in the <br />Metropolitan Development Framework is limited by a shortage in the <br />service; <br />c. Extension of a metropolitan system to a Metropolitan Development <br />Framework sector/policy subarea where other public services are already <br />planned or in place; <br />d. Extension of the first metropolitan system to a Metropolitan Development <br />Framework sector/policy subarea. <br />MIF Policy No. 10: <br />In reviewing proposals to expand the MUSA, the Council will consider: 1) <br />the additional population that can be accommodated by existng metropolitan <br />systems in the appropriate sector; 2) recent population trends in all <br />sectors; 3) the least cost among sectors for providing a complete system of <br />basic public services; and 4) the most recent estimates of developable land <br />for urbanization in each sector. <br />Even with the MIF policies, the emphasis <br />responding to residential demand, without <br />business demands. <br />is on maintaining the systems and <br />specific consideration given to <br />11 <br />0 <br />2r <br />
