Anderson, Direct'�� 1 <br />Parks, Recreation and F'or.st( y <br />DATE: November 3, 1983 <br />RE: 1983-84 MEEB Program <br />Staff has submitted and received preliminary approval through the <br />Ramsey County Job 'Training program to employee six (6) <br />individuals in the City of Mounds View on a part-time/full-time <br />basis. The program that staff has applied to is called the MEED <br />Program which stands for the Minnesota Emergency Employment <br />Development Act.. The program has been established through the <br />Governor's office to provide working environments for those <br />individuals who have exhausted their current unemployment <br />benefits. <br />The program is coordinated through the Ramsey County Job Training <br />Program which is housed in Maplewood and as I indicated, we have <br />received the preliminary approval for the six positions as per <br />the attached sheets. The six positions that staff has submitted <br />proposals for include the hiring of a clerical assistance to work <br />throughout the entire City operations. The clerical position <br />would be employed on a full year basis, half-time or 20 hours per <br />week. The position would directly report to the Parks and <br />Recreation office but would eventually become responsible for the <br />phones upstairs at which time we would free our existing <br />receptionist to do other clerical 'skills as her clerical skills <br />are extremely good. The other position that is being applying <br />for is through the City Finance Department for a half-time or 20 <br />hours per week, yearround City Accounting Clerk. This position <br />has been budgeted for the 1984 City Finance Department and staff <br />envisions subsizing the proposed $4.00/hour from the MEED Program <br />to bring the rate of pay up to $6.00/hour. The Finance <br />Department is not sure if an acceptable applicant would be <br />available, but they have requested at least one position to see <br />if they can save the City some existing budgeted monies. It <br />should be noted that the Finance Department will be requiring <br />this position whether or noL Lhe MEED Program is able to find <br />someone or not. <br />The remaining four positions are proposed to be hired in the <br />Public works Department to assist in all areas of Public Works <br />ranging from park maintenance, i.e. rink flooding; water <br />department, such as rebuilding City hydrants and cleaning out the <br />water reservoir; as well as the street department working with <br />related winter plowing operations. Staff has spoken with the <br />City Public Works Department crew and they have been receptive to <br />the possibility of employing four individuals on a full-time/six <br />month basis. <br />
