No. 341 <br />Chapter 41 entitled "Specific Rezonings", and <br />waive the reading. <br />Councilmember Hankner - aye <br />Councilmember Blanchard - aye <br />Councilmember Doty - aye <br />Councilmember Linke - aye <br />Mayor McCarty - aye <br />Motion/Second: Doty/Blanchard to approve Resolu- <br />tion N�664, authorizing the Clerk/Administrator <br />and Mayor to execute Development Agreement No. 83-62, <br />and Ordinance No. 346, amending the Municipal Code <br />of Mounds View by amending Chapter 41 entitled <br />"Specific Rezonings", and waive the reading. <br />Councilmember Hankner - aye <br />Councilmember Blanchard - aye <br />Councilmember Doty - aye <br />Councilmember Linke - aye <br />Mayor McCarty - nay <br />Mayor McCarty explained he had voted against the <br />motion as it went against the Comp Plan, and <br />he was not comfortable not having an assurance <br />that it wouldn't turn into another type of <br />business in the future, as it is a residential <br />district. He explained he was not present at <br />the first meeting and was not comfortable with <br />the information before him. <br />Discussion occurred before the vote on the motion, <br />with Mayor McCarty asking if there was a guarantee <br />in the development agreement that the business <br />could not be sold or changed to something else, <br />and Councilmember Doty inquiring about the sprink- <br />ling requirements. <br />Attorney Meyers pointed out that a 4/5 vote was <br />needed on the motion. <br />Motion Carried <br />9. 2nd Reading an <br />Adoption of <br />Ord.
