1 <br />2 <br />1''IRST YEAR GOALS - POLICE CHIEF <br />Move the department towards a proactive mode of law enforcement <br />rather than reactive. <br />a. Actively organize neighborhood watch areas and publicize <br />the need for and benefits of that• program and Operation I.D. <br />b. Meet with church, school and community groups to develop <br />support for the department and crime prevention programs. <br />Upgrade the in-service training program to provide adequate <br />training and ensure the physical and mental health of the officers. <br />a. Require physical and psychiatric evaluations prior to <br />relicensing and employment. <br />3. Become more actively involved in the labor relations aspects of <br />the department including participation in contract negotiations. <br />9. Reinstate the City's Safety Committee and actively participate <br />in the preparation of safety programs. <br />5. Assume the duties of Civil Defense Director and undertake <br />efforts tc improve the City's Civil Defense activities including, <br />but not limited to, upgrading of the City's warning system, I <br />development of training programs for staff, and dissemination i <br />of material to the public regarding disaster preparedness. <br />G. Evaluate present scheduling, patrol practices, and organizational <br />structure with outlook towards improving the level of service <br />provided to the community at the most reasonable cost possible. <br />7. Develop and implement measures necessary to improve the security <br />of the department, records and evidence. <br />8. Develop program for improving the methods for records storage <br />and management including an evaluation of microprocessing and <br />microfilming. <br />9. In coordination with the Civil Service Commission, update the <br />department's operating rules and regulations, including the <br />coordination of non -union position descriptions with that <br />contained in the City's Salary Administration and Performance <br />Review Program. <br />
