4,L5-46 <br />MEMO TO: Mayor. and City Council <br />FROM: Director of Public Works/Community Development <br />DATE: November 23, 2983 <br />SUBJECT: SUPPORTING TECHNICIAI, DATA FOR ORDINANCE NOS. 350 AND 351 <br />AMENDING CHAPTER 48, WETLAND BOUNDARIES <br />Per direction given at the November 21, 1983 Council meeting, Staff <br />has prepared the following list of excerpts from the various <br />reports and letters received which evaluated the wetland boundaries <br />for Wetlands 1-22 and 1-23 within the proposed Miller Induslri.al <br />Park site. These items have been listed in chronological order of <br />when the reports were prepared and/or received by the City. It is <br />the intent of staff to provide this list for use by the Council in <br />documenting their position as it relates to the proposed Ordinances <br />350 and 351. <br />The following excerpts were taken from the Barr Engineering report <br />received by the City on July 28, 1983: <br />1. "Improper maintenance of the culvert crossing 85th Avenue <br />Northeast at the intersection of Long Lake Road has <br />impeded the natural drainage of the area and promoted the <br />development of wetland vegetation. 'thus, classification <br />of this area as a wetland may be erroneous because repair <br />and/or proper maintenance of the described culvert would <br />result in drainage of Wetland 1-22 and the natural <br />development of vegetation more characteristic of upland <br />conditions." <br />2. ..there are inaccuracies in the location of the boundaries <br />of Wctland 1-23 and that the delineated wetland contains <br />approximately 1.8 acres uf. upland." <br />3. "Vegetation in the previously drained areas primarily <br />consists of. goldenrod, Kentucky bluegrass, raspberry, <br />willow, and other plants characteristic of uplands. <br />4. "An on -site inspection of the wetland soils indicates that <br />the dominant soil is Markey muck which is generally less <br />than 50 inches deep and has an average depth of approximately <br />2.5 feet." <br />5. "Upland grasses and shrubs are encroaching into the marsh <br />grass type where the common boundary is located on long <br />flat slopes. This process has resulted in the displacement <br />of lowland vegetation on wetland soils and the development <br />of predominantly upland vegetation. In addition, portions <br />- of tall marsh grass cover type which previously contained <br />cattails are now dominated by Canada thistle and reed <br />
