rid <br />MEMO TO: Mayor and City Council <br />FROM: Director of Public Works/Community Development <br />DATE: December 15, 1983 <br />SUBJECT: PURCHASE WITH REVENUE SHARING MONIES OF ASPHALT <br />HEATER AND OIL SPRAYER <br />In a memo to the Council in early November, staff recommended <br />that a more detailed evaluation of equipment for use by City <br />personnel for street repair work be completed before a final <br />recommendation to the City Council be made. Staff proceeded <br />with arranging for some on -site demonstrations of some asphalt <br />heating and recycling equipment. The demonstrations were <br />scheduled but had to be cancelled because of the unusual amount <br />d 1 in our winter season. As a result, <br />of snow we receive ear y <br />staff has been unable to complete the detailed review as <br />recommended in early November. <br />It was further brought to the attention of staff that if the <br />equipment that is to be purchased cannot be delivered by <br />December 31, 1983, then it will not qualify for consideration <br />under 19B3 budget items. <br />It is staff's opinion that a review of the equipment in a more <br />detailed fashion .is very desirable prior to making a recommenda- <br />tion on purchase of such equipment. Since this cannot be <br />practically completed in 1983, staff would reco;ru��en,.,� that the..�� <br />Council given consideration to reappropriating the expenditure of <br />monies for the piece of equipment in 1984. The decision to <br />reappropriate would be made upon conclusion of a detailed staff <br />review of the equipment available and a decision by the Council <br />whether, in fact, such equipment should be utilized or could be <br />utilized effectively for City street maintenance purposes. <br />JCJ/bc <br />
