STAFF REPORT <br />CASE: 143-03 <br />PAGE TWO OF THREE <br />PLANNING CONSIDERATIONS <br />1. Potential buyers of the educational building are proposing to <br />locate a day care/group nursery at this location. Members of <br />the church congregation (the church presently owns the <br />educational building) are requesting a rezoning of the property <br />to R-3, which would allow a day care/group nursery by <br />conditional use permit. Should the rezoning [. granted, sale of <br />the property may occur with the new owners coming before the <br />city for the conditional use permit. <br />2. The lot exceeds the minimum width and square footage <br />requirements for R-3, medium density residential property. <br />Minimums are: <br />Lot Width - 100 Feet <br />Lot Size - 12,500 Square Feet <br />3. The existing zoning of the property is R-1, Single Family <br />Residential. An R••3, medium density zone would require a <br />rezoning and an amendment to the Comprehensive Plan which shows <br />low density residential. No zoning changes are being proposed <br />for the immediate area as a result of the comprehensive <br />rezonings presently being undertaken by the Planning Commission, <br />4. Setbarka are as shown on Exhibit 2. <br />A day care/group nursery facility would require off-street <br />parking spaces in compliance with Section 40.07; Subd. M(14) and <br />also 40 square feet of play space per child. Space is available <br />for off-street parking and play area but the number of children <br />allowed may be limited due to space required for parking and <br />play area. If rezoning is approved, the parking arrangement <br />will be reviewed when the conditional use permit for the day <br />care facility is applied for. <br />
