"I — MEMO TO: Mayor and City Council <br />FROM: John C. Johnson <br />DATE: January 1G, 1984 <br />SUBJECT: FEASIBILITY REPORT FOR PUBLIC IMPROVEMENTS ON FAIRCHILD <br />AVENUE NORTHERLY OF LAPORT DRIVE <br />Attached is a sketch showing the layout that staff developed for <br />the two vacant properties lying southerly of the Gale Addition <br />and northwesterly of the intersection of Laport Drive and <br />Fairchild Avenue. As can be seen by the layout, staff has <br />developed a plan that would allow development of three lots with <br />each lot having at least the 11,000 square feet required by City <br />Code. The northerly lot will have a dramatically reduced <br />building envelope due to rear yard and front yard setback require- <br />ments and may require consideration of variances prior to issuance <br />of building permits. The cul-de-sac was kept as confined as <br />possible to minimize necessary improvement costs and at the same <br />time maximize utilization of the property in question. The <br />subdivision will require relocation of the garage which serves <br />the existing home on the northerly lot. <br />Staff has reviewed the probable cost of construction of the <br />proposed improvements and it is as follows: <br />1. Installation of sanitary sewer main with <br />three sewer services $ 6,400.00 <br />2. Installation of 6 inch water main with <br />two gate valves, one fire hydrant and <br />three services $ 7,400.00 <br />3. Paving and concrete curb and gutter of <br />cul-de-sac $ 6,300.00 <br />4. Clearing, grubbing, and grading $ 4,800.00 <br />With 15% contingencies the estimated construction cost is $28,600.00. <br />It is estimated that associated project costs such as engineering, <br />administrative fees, financing fees, and inspection costs will <br />run approximately 35% for a total estimated project cost of <br />$38,600.00. This works out to approximately $12,900.00 per lot <br />for cost of improvements. <br />The above costs do not include those costs that would be associated <br />with the subdivision of the parcels in question. The subdivision <br />would require a legal land survey and preparation of a subdivision <br />plat. This plat would require the cooperation of both property <br />owners in as such one of the lots is divided or is situated across <br />the existing common property line. <br />
