4tL, /r <br />MEMO TO: nITY COUNCI <br />r FROM: MAYOR Il <br />DATE: JANUARY 23, 1984 <br />SUiJ: INFRASTRUCTURE CAPACITIES <br />Recent discussion in connection with a reduction in residential lot <br />front footage only touched on the larger question of the consequences <br />for our municipal infrastructure of ultimate development. While <br />future development to the extent realized in parts of Minneapolis and <br />St. Paul may be unlikely, still we need to anticipate the possibility <br />of densities beyond what is currently envisioned in the Comprehensive <br />Plan or allowed in our present ordinances (since these have been, and <br />no doubt will continue to be,subject to change). Accepting the possi- <br />bility that the infrastructure could be overburdened (whether from <br />current projections of growth or from worst case projections), the key <br />issue here is whether or not we are to attempt to limit growth to the <br />capacity of the infrastructure, or make a conscious decision now to go <br />beyond such existing capacity, and to begin to provide the means to do <br />so. A choice of this magnitude demands a solid basis. Accordingly, I <br />propose that Staff take the following initial steps: <br />1. Pull together available information from the Comprehensive Plan, <br />Analysis of The City of Mounds View Water System, the Draft of the <br />Storm Water Management Plan, etc., to provide the Council with a <br />"broad brush" picture of existing capacity (deficient, adequate, or <br />excess) and projected capacity under "full" development aoeordlag <br />to the Comprehensive Plan. These capacities should be broken down <br />by district, as appropriet.e <br />, <br />2. Ascertain the minimum front footage and area requirements of <br />various types of development in Minneapolis and St. Paul, <br />3. Analysis of what would be required to be able to extend the <br />projections for capacities to the worst case possibility of <br />central city development density. <br />
