MEMO TO: Mayor and City Council <br />FROM: Clork-Administrator <br />DATE: February 2, 1984 <br />SUBJECT: MAYOR'S MEMORANDUM REGARDING INFRASTRUCTURE CAPACITIES <br />Pursuant to discussion at the January 23rd Council Meeting, the <br />referenced memorandum from Mayor McCarty regarding infrastructure <br />capacities has been placed on the February 6th agenda for discussion. <br />The purpose of this memorandum is to outline staff's observations <br />regarding the Mayor's proposal and means for integrating it into <br />the City's 1984 Program. <br />Staff would agree that the City Council needs to have at its disposal <br />all the information necessary to make knowledgeable decisions on <br />proposals for development of the undeveloped areas of the City and <br />"redevelopment", i.e. lot splits, rezoning, expanded use of existing <br />buildings, etc. of developed areas. An important piece of that <br />information is a full understanding of the existing condition and <br />capacity of our infrastructure as well as what type of improvements <br />might be necessary to meet specific development demands. <br />In reviewing the Mayor's proposal and the 1984 Goals established <br />during a work session in September 1983, it would seem that the <br />proposed review of infrastructure capacities could best be <br />accomplished and provide for the most thorough review when integrated <br />into Priorities 3, 4, and 5 of the 1984 Goals, namely, Onqoinq <br />Infrastructure Maintenance Program, Development of a Long -Term <br />Trend Analysis,and Update of Land Use Regulations. This would allow <br />for rho royi,ow of nrovinim studies to determine the validity of <br />their data and conclusions based on the current condition of infra- <br />structure systems, current development, past and future development <br />trends having an impact upon infrastructure and most importantly, <br />ensure the integration of this information and conclusions when the <br />update of land use regulations is being considered. <br />Therefore, staff would recommend that the Council direct that the <br />Mayor's proposal be integrated into the 1984 Goals Program as outlined <br />above to ensure that the evaluation of infrastructure capacities as <br />proposed by the Mayor is included in the comprehensive program <br />established by the Council by the 1984 Goals. <br />DFP/pf <br />Attachments <br />
