No. <br />the money go back into the bond redemption fund, <br />rather than the general fund, unless there is a <br />specific purpose to go for in the general fund. <br />Mayor McCarty questioned if the fund is not <br />eliminated, with the improvement bonds that are <br />being defeased. Attorney Meyers replied that a <br />new fund is established to pay off the bonds, and <br />the way the ordinance is written, if it was <br />repealed, they would be putting the money back into <br />the bond fund. He recommended the language be <br />changed to read "shall be deposited in such fund <br />as the City Council directs". <br />Clerk/Administrator Pauley advised that Staff <br />proposed the general fund, as some of the money <br />came from the 5% that was levied on the taxes, <br />and the general fund is supported by the taxes. <br />Councilmember Hankner pointed out the present <br />Council has set up the concept in the ordinance, <br />and she feels the money should go back into the <br />general fund. She added that a 4/5 vote would <br />be required for future Council's to change the <br />ordinance. <br />There was considerable discussion among the <br />Council :ith it heinq a�read to eo ahead with <br />the first reading, and discuss further at the <br />next agenda session, before the second reading. <br />Motion/Second: McCarty/Hankner to approve the <br />first rea ing of Ordinance No. 356, establishing <br />Chapter 27 of the Municipal Code entitled, <br />"Special Projects Fund", and waive the reading. <br />4 ayes 1 nay Motion Carried <br />Councilmember Doty voted against the motion. <br />Mayor McCarty closed the regular meeting and opened 8. Public Rezone HeariCnty <br />the public hearing at 7:50 PM.Road I from 1-1 <br />There were no comments from the audience. Mayor to B-3 <br />McCarty closed the public hearing and reopened the <br />regular meeting at 7:50 PM. <br />Motion/Second; Doty/Linke to have the first reading 9. 1st Readin� <br />o r nance o. 354, amending the Municipal Code of Ord. No. 3 <br />Mounds View by amending Chapter 41 entitled "Specific <br />Rezonings", and waive the reading. <br />5 ayes 0 nays Motion Carried <br />
