Paintenance and Operation Funding <br />Subcommittee Members: <br />Ken Rosland, Edina <br />John Pidgeon, Bloomington <br />Doug Reeder, Maple Crove <br />This subcommittee met in Edina Tuesday, February 7, with <br />Doug Reeder, Doug Bryant, Jim Truax, and Kathy Kardell. The <br />meeting resulted in this report after refining, a draft report. <br />LEGISLATIVE ISS';: <br />There are at least three different and distinct legislative <br />changes being discussed to provide funding for the operation <br />and maintenance of regional parks. The three major proposals <br />have been developed by the Metropolitan Parks and Open Space <br />Commission, the Hennepin County Park Reserve District, and the <br />City of Minneapolis (Minneapolis Park and Recreation Board). <br />All three propositions are attempting to provide a funding • <br />resource in order to alleviate current or projected shortfalls <br />in the operating budgets of the ten implementing agencies. <br />up to this point, funding for the regional park system has <br />been provided by the State Legislature to the ten implementing <br />agencies (6 counties, Bloomington, Hennepin County Park Reserve <br />District, Minneapolis, and St. Paul). This money has been dis- <br />tributed to the implementing agencies to acquire and develop <br />designated regional parks, and in turn the implementing agencies <br />have agreed to provide for the operation of these parks. At <br />this time many of these implementing agencies are saying that <br />they do not have the financial resources to pay for the con- <br />tinued operation of the regional parks. <br />POSITION: <br />It appears that there will not be a seriuus effort to adopt <br />legislation during the 1984 session. however, efforts will be <br />made to lay groundwork for major legislation in 1985. The <br />Metropolitian Council's Parks and Open Space Commission is <br />seeking the formation of a joint House and Senate subcommittee <br />to review current funding procedures for the regional parks. <br />The MLC will continue to monitor the activities of the Metro- <br />politan Council, State Legislature, and Hennepin County Park <br />Reserve District in this area. <br />
