STRUCTURAL AND ORGANIZATIONAL CHANGES <br />AT THE METROPOLITAN (WASTE CONTROL COMMISSION <br />Issue <br />1. Restructure Metropolitan Waste Control Commission to allow membership <br />of constituent couununities. <br />2. Support the alignment of PiWCC wage settlements with those of the State <br />of Minnesota and metropolitan agencies. Suggest bargaining units be <br />placed under the jurisdiction of the State of Minnesota. <br />Position <br />Endorse recommendations of the Boland Commission (with the exception of a <br />permanent chairman). Adopt bargaining strategies immediately because major <br />contracts at the MWCC expire in 1984. <br />
