MUNICIPAL LEGISLATIVE COMMISSION <br />METROPOLITAN GOVERN.AENT ACCOUNTABILITY <br />LEGISLATIVE ISSUE: <br />1. Creation of a Legislative Commission on Metropolitan Affairs <br />Representatives Carolyn Rodriguez, Connie Levi and John Brandl have <br />proposed legislation which would create a Legislative Commission on <br />Metropolitan Affairs. The duties of the commission would be to <br />review plans and policies, annual work programs and budgets and other <br />reports and work products of the Metropolitan Agencies, Boards and <br />Commissions; to oversee and report on the activities of the <br />Metropolitan Agencies, Boards and Commissions; to study and make <br />recommendations it deems appropriate to assist the legislature in <br />formulating policy and legislation affecting metropolitan affairs; <br />and to review and evaluate proposed legislation affecting <br />metropolitan affairs. The committee would be made up of five (5) <br />members frog each house of the legislature. The Chair of the Senate <br />Local and Urban Government Committee and the Chair of the House Local <br />and Urban Affairs Committee would also be appointed as members of the <br />commission. <br />POSITION: <br />The Municipal Legislative Commission endorses legislation creating a <br />Legislative Commission on Metropolitan Affairs. The MLC deems a <br />separate commission as a positive step in providing accountability to the <br />legislature for Metropolitan Commission and Agency activities. The 14LC <br />urges that the menbership be made up of members of the House and Senate <br />from the seven (7) county metropolitan area. <br />LEGISLATIVE ISSUE: <br />2. Elected versus appointed Metropolitan Council. <br />There has been recent discussion regarding the merits of an elected <br />hletropolitan Council versus the present process of appointment. <br />POSITION: <br />The Municipal Legislative Commission opposes the creation of an elected <br />Metropolitan Council or any other elected metropolitan agency or <br />connission. <br />M <br />
