■
February 21, 1984
Mr. Richard Elasky,
Assistant District
Mn/DOT, District 9
P.O. Box 2050
North St. Paul, MN
Dear Dick:
SHORT-ELLIOTT-HENDRICKSON, INC,
CONSULTING ENGINEERS
ST. PALI, MINNISOTA
Engineer
55109
CHIPPESYA FALLS, N'ISCO\SIN
We appreciated the opportunity to meet with you on January 19,
1984 to discuss Pinecrest Properties' Development in Mounds View
and its impact on Trunk Highway 10. Access to Pinecrest will
greatly determine the overall impact of development on the road
system.
Three alternatives were discussed at the January 19th meeting;
(1) A full median cross -over at some point between County Road H
and County Road H-2, (2) A partial median cross -over permitting
left turns from Trunk Highway 10 in either direction, and (3) An
alternative without any median openings between County Road H
and County Road H-2.
We have determined the potential traffic generation of the area
immediate to Trunk Highway 10 between County Road H and County
Road H-2. The assumed land development was taken from the
current Mounds View Comprehensive Plan. Pinecrest Properties is
planning a similar concept and currently has a formal request
before the City.
Our findings are illustrated in the attached schematics for each
of the three alternatives. The figures show the traffic being
generated by the surrounding development only. Through traffic
has not been added to these trips. Alternative 1 (full median
cross -over) projects a substantial volume of southbound left
turns to the proposed Wooddale Drive access. Approximately 3900
conflicts per day would be expected at the Wooddale Drive full
cross -over.
100 GOPHER BUILDING - 222 LAST LITTLE CANADA ROAn • 11 PAUL, MINNESOTA S5117 • PHONE 1612) 484.0272
