Mr. Richard Elasky <br />February 21, 1984 <br />Page 12 I <br />An increase of approximately 800 vehicles per day is expected on <br />County Road H-2 immediately west of Trunk Highway 10. A <br />majority of these vehicles turn to go either north or south on <br />Highway 10. A very minimal amount of traffic is anticipated to <br />use the local residential streets north of County Road H-2. At <br />the intersection of Trunk Highway 10 and County Road H, 1430 <br />southbound left turns are projected from Highway 10 and 2150 <br />westbound left turns from County Road H are anticipated. <br />Alternate 2 (partial cross -over) is illustrated by the second <br />schematic. The conflicts for this case reduce to 2335 at the <br />proposed Wooddale Drive cross -over (-408 when compared to <br />Alternative 1, full cross -over). Increased traffic on County <br />Road H-2 more than doubles over Alternative 1 to 1900 vehicles <br />per day. The traffic on H-2 is unbalanced due to trips desiring <br />to proceed southbound on Trunk Highway 10. Little traffic is <br />anticipated to utilize local streets north of County Road H-2. <br />A 41% increase in southbound left turns from Highway 10 to <br />County Road H occurs due to eastbound trip desires from Wooddale 1 <br />Drive (now prohibited from crossing at Wooddale Drive) and '- <br />circulating traffic from the commercial development on the south <br />side of Highway 10 desiring to proceed northbound. westbound <br />left turns from County Road H to Highway 10 increase 32% due to <br />the prohibition against this movement at Wooddale Drive. <br />Alternate 3 (no median opening) is illustrated by the third <br />schematic. Conflicts within the Wooddale Drive connection are <br />now reduced to zero since all movements are "right -in right -out" <br />only. Traffic on County Road H-2 increases to 2500 vehicles per <br />day, the highest of the three alternatives. This is due to the <br />addition of some vehicles which had been using the southbound <br />left turn at Wooddale Drive (now prohibited). The left turning <br />movements at County Road H increase. <br />The Mounds View City Council and Planning Commission are <br />presently reviewing our information and the developer's general <br />proposal. I anticipate that they will formally approach your <br />office requesting the consideration of a median opening in the <br />next few weeks. <br />4 <br />
