CHAPTER 8 <br />PLAN IMPLEMENTATION <br />8.1 INTRODUCTION <br />In late 1979, the present master plan study for the Anoka County -Blaine <br />Airport was initiated. The study was based upon the Aviation Chapter of <br />the Metropolitan Development Guide which recommended development of <br />Anoka County -Blaine Airport as an Intermediate airport. The study was <br />initially oriented, therefore, toward evaluating the differential social, <br />environmental, and aeronautical impacts associated with development of <br />the airport as either an Intermediate or Minor facility. Also in 1979 <br />the Minnesota Legislature, in House File No. 1 (Special Session), <br />established a two-year development moratorium at the airport and directed <br />preparation of a master plan. <br />At the outset of the plan, a broad citizen participation process was <br />established to ensure both that the public would be kept continually <br />informed and that the public would have a meaningful input to plan devel- <br />opment. The process included three major types of activities: (1) large <br />public meetings, (2) a series of workshops with an Advisory Task Force, <br />and (3) periodic newsletters. An initial large public meeting was held <br />on October 30, 1979, at the Blaine Senior High School. Opinion both in <br />support of and in opposition to airport development was expressed at this <br />meeting. Concern expressed at this meeting focused primarily on develop- <br />ment of the airport as an Intermediate facility, and the safely and <br />environmental issues inherent in this development. <br />Early in the study four conceptual alternatives were identified: <br />(1) development of an Intermediate airport primarily oriented in the <br />north -south direction; (2) development of an Intermediate airport <br />primarily oriented in the cast -west direction; (3) development of an <br />Intermediate airport with an entirely new orientation rotated to the <br />northwest -southwest; (4) development of a Minor airport. <br />
