176 , <br />Through a series of meetings with the Advisory Task Force, the conceptual 1 <br />alternatives were refined Into three Intermediate and three Minor airport <br />configurations. Each Advisory Task Force workshop was an informal <br />working session and Included active participation by all members. Within <br />the week following each workshop a summary memorandum to the MAC was <br />prepared. This synthesized the discussion in the workshop and detailed <br />the Task Force's position on the issues. This memo was also sent to the <br />Task Force members and to public reserve files at the Anoka County <br />Library branches at Blaine, Circle Pines, and Fridley. <br />In early 1980 the Minnesota Legislature, in the Supplemental Appropria- <br />tions Bills, approved a provision precluding the MAC from upgrading an <br />existing Minor airport to Intermediate status. As a result of the 1980 <br />legislation, the MAC took action at the June, 1980 Commission meeting <br />"...to terminate the master plan for Anoka County -Blaine Airport as an <br />Intermediate Airport...[and]... to complete a Master Plan as a Minor <br />Airport...." Pursuant to the Commission action, the master plan study <br />has been limited to an evaluation of alternative development concepts <br />consistent with the airport's role as a Minor facility. In refining the <br />Minor airport alternatives, the primary goals were (1) to improve the — <br />compatibility of the airport with the surrounding communities to the <br />greatest extent possible, and (2) to provide facilities that would maxi- <br />mize the safety of aircraft operations at the airport. , <br />Based on the two goals established for the airport, a series of alterna- <br />tl Ves '::ere develerm ned for evaluation. Thua!terna Lives are described <br />fo; lows : <br />o Alternative A. Existing Runway 17-35 would have its southern <br />threshold relocated 2,655 feet to the north, would be lengthened to <br />the north for a total runway length of 3,200 feet, and would serve <br />as a visual runway for flight training operations. A new <br />4,800-foot-long runway would be constructed 500 feet to the west. <br />This parallel runway, designated Runway 17R-35L, would Include an <br />Instrument Landing System (ILS) and would serve as the airport's <br />primary runway. Existing crosswind Runway 8-26 would be lengthened <br />800 feet to the east for a total length of 4,000 feet. <br />
