179 <br />.J <br />conditions at Anoka County -Blaine Airport will permit operating in both <br />directions, Alternative C provides runways in both directions. <br />Alternative A would result in the greatest cumulative noise level off the <br />I <br />airport property to the south, but would produce a lower noise level than <br />if the existing configuration were to reach capacity. Alternative B <br />would produce the highest cumulative noise levels off the airport prop- <br />erty to both the east and west. Further, it would produce a noise expo- <br />sure pattern to the north and south approximately the same as exists <br />today, Alternative C would reduce cumulative noise exposure in both <br />operating directions by distributing at equal amount of traffic in both <br />directions. <br />Following preparation of a draft report containing the preceding Maly- <br />sis, a public meeting was held in Blaine on May 14, 1981, Again, both <br />support and opposition to airport development was expressed. Concerns <br />about airport development raised at this meeting focused on several <br />issues. These included consistency of the airport plan with the Metro- <br />politan Development Guide, providing a 4,800-foot runway and an ILS at a <br />Minor airport, and the absence of Commissioners at meetings regarding the <br />airport. <br />A 4,800-fool runway was included in each alternative because it is the <br />runway length presently available at the airport. The addition of an <br />ILS provides significant safety benefits to both airport users and to <br />those living in the surrounding area. <br />Following a careful evaluation of the Malytic material contained in <br />Chapters I through 7 of this report, staff advice, and public commentary, <br />the Minneapolis -Saint Paul Metropolitan Airports Commission selected <br />Alternative C for Implementation. At the same time the MAC instructed <br />that this alternative be modified slightly. Specifically, the Commission <br />directed that the length of all runways be limited to 4,000 feet In order <br />that the airfield be consistent with the guidelines of a Minor category <br />airport. Later, Alternative C was adjusted an additional time in order <br />to meet the requirements imposed by House File 1290. This prohibits MAC <br />
