180 <br />from reducing the length of existing runways. As a result, Runway 17-35 I <br />retained its present length of 4,855 feet. The primary runway east -west <br />was lengthened from 4,000 feet to 4,855 feet. In final form, Alternative <br />C is referred to as Alternative C - Modified. <br />A draft final report was published in January 1983. The recommended plan <br />was Alternative C - Modified with dual parallel runways, the primary run- <br />ways in each direction being 4,855 feet long and the parallels 3,200 feet <br />long. <br />A public hearing was held regarding the draft master plan on June 28, <br />1983, at the Spring Lake Park High School. Three Commissioners served as <br />hearing officers. A presentation on the plan was made followed by the <br />receipt of statements from elected officials and the public. <br />The Hearing officer's report was presented to the Planning and Physical <br />Development Committee of the Metropolitan Airports Commission at its <br />meeting on August 2, 1983. This recommended that the length of the pri- <br />mary east -west runway, Runway BR-26L, be reduced to 4,000 feet. <br />At the Commission's direction, the length of Runway 8R-26L was reduced <br />from 4,855 to 4,000 feet in length and the final master plan prepared on <br />this basis. -. <br />In this chapter an implementation plat for Alternative C - Modified is — <br />presented. Development is divided into three phases which are related to <br />the levels of traffic indicated in the forecast of demand. In general <br />the three phases correspond to the following time frames: Phase 1, <br />1980-1985; Phase 2, 1986-1990; and Phase 3, 1991-2000. Development will, <br />of course, actually be Implemented only when a need is demonstrated. <br />Within each phase, specific projects to be implemented are identified. <br />For each project, a construction cost is provided. Noise exposure asso- <br />ciated with each phase Is also documented. <br />J <br />
