4&4'1�_ ? <br />MEMO TO: Mayor and City Counc' <br />FROM: Clerk-Administrat <br />DATE: March 8, 1984 <br />SUBJECT: CHRISTOPHER COMPANIES DEVELOPMENT PROPOSAL <br />The City of Mounds view recently received a development proposal <br />from the Christopher Companies for the construction of a 133 unit <br />apartment complex in the area bounded by Bronson Drive and <br />County Road I on south and the ap <br />fronting on Jackson eDrive hand dGreenfield Avenue aonmthe eastlands <br />the <br />west, respectively. This proposal has been revMeeting <br />the evening of <br />Planning Commission and at their Regular Meeting ro osal which <br />Wednesday, March 7th, the attached Resolution No. 102-89 was <br />adopted recommending approval of the development <br />City: <br />would require the following action be taken by <br />1. Approval of a major subdivision combining ten lots into <br />one lot after conducting a public hearing. <br />2. Conditional Use Permit allowing the extraction of materials <br />from within the flood plain zoning district located on the <br />parcel after conducting a public hearing. <br />e 3. A flood plain use permit allowing for the excavation/placement <br />of fill within the flood plain zoning district. <br />4. Vacation of utility and drainage easements. <br />5. Vacation of the existing St. Stephen Street right-of-way <br />from Bronson Drive to County the Planning <br />hearing. This vacation was recommended by <br />Commission conditioned upon the retention of a storm water <br />ned to be <br />drainage/storage easement should it be detstorage by the <br />necessary for future storm water drainage/ 4 <br />storm water management plan. <br />d sinthe residential planned <br />rmit for the construction <br />6. Issuance of a Conditional Use Pe <br />of f.lie development proposeusing al zoning Code after <br />unit development sections of the hfuni_ip <br />conducting a public hearing. <br />The issue staff wishes to place before you this evening is <br />whether or not it is your desire to conduct the four public hearings <br />that will be necessary prior to the approval of the major subdivision, <br />Conditional Use Permits, and street vacation at your March 26th <br />meeting or to instruct staff to conduct an evaluation of the long <br />rovided for the entire drainage district prior to <br />term nsure that adequate drainage <br />area -wide drainage impacts to i <br />and storage is p <br />velopment.
