MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 102-84 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RECOMMENDATION TO THE CITY COUNCIL REGARDING <br />PLANNING CASE. 148-84, CHRISTOPHER COMPANIES <br />WHEREAS, Mr. Chris Anderson of Christopher Companies has <br />requested City approval to construct a 133 unit apartment complex <br />within the City of Mounds View; and <br />WHEREAS, construction of these apartment units as requested <br />would require approval of a major subdivision (combining 10 lots <br />into 1), flood plain use permit, right-of-way and easement <br />vacation, residential planned unit development/conditional use <br />permit, and development approval; and <br />WHEREAS, the Planning Commission has reviewed the staff <br />report along with information submitted by the applicant which <br />includes the following: <br />a) development and landscape plan <br />b) site survey <br />c) site grading and utility plan <br />d) project summary <br />e) illustration of similar character proposed for the <br />project <br />f) evidence of site control <br />g) storm wale[ manayemenL calculations <br />h) location map; and <br />WHEREAS, the Planning Commission has also reviewed this <br />proposal for conformity to all relavent chapters of the Municipal <br />Code, specifically Chapters 40, 42, 49 and 49A and State Statutes; <br />and <br />WHEREAS, this proposal meets all requirements of Chapters <br />40 ind 42 of the Municipal Code; and <br />WHEREAS, a permit has been obtained from Rice Creek <br />Watcrshed District; :nd <br />WHEREAS, Mr. John Johnson, the City's consultant engineer <br />has reviewed the plans and finds that the following items need to <br />be resolved in the final submission and approval: <br />a) The watermain sizing and looping must provide adequate <br />fire flow. <br />' b) The interim storm drainage plan appears to meet current <br />Chapter 49A requirements, but long term area -wide <br />drainage impacts may result in additional ponding <br />storage being required. <br />
