-3- <br />obtain an easement over that portion of the pond area that will <br />be used for storm water storage at least to an elevation of <br />902.5, preferably to an elevation of 903. The purpose of the <br />easement will be to maintain and use that areas for emergency <br />storm water storage within the storm sewer system. The section <br />of County Road I from near Rdgewood Drive to Jackson Drive <br />drains at least partially onto this site. Future County Road I <br />plans would logically result in the water from this segment of <br />roadway draining through this property. Runoff from a 100 year <br />event from this section of County Road I would be approximately <br />38,000 cubic feet of water or approximately 8.86 acre feet. If <br />the entire segment of County Road I from Long Lake Road to <br />Quincy Street were drained to the site this number would <br />triple. In either case, it should be noted that the plan as <br />presented provides very little, if any, additional capacity for <br />future runoff consideration as it relates to the upgrading of <br />County Road I. <br />The plan as presented continues use of the ditch that runs the <br />entire west side of the property for storm drainage. This <br />ditch does place a constraint on the storm sewer discharge rate <br />and exists at a fairly flat grade, approximately one foot of <br />fall from the north to the south end of the site. This plan <br />further does not serve to help resolve the drainge concern that <br />exists at the intersection of Jackson Drive and Groberg Street <br />which now drains north to County Road I then westerly into the <br />site in question. <br />In conclusion, the plan as presented seems to meet the intension of <br />existing codes and/or City requirments for the interim period of time, <br />but may not serve to assist in resolving long term issues such as <br />storm water management for properties outside of the site. This <br />issue would be a difficult policy issue which would require resolving <br />of the need to have the developer provide system capacities for <br />properties other than his own. Resolving the long term drainage <br />solution requires a more indepth feasibility study as it will relate <br />to the improvement of County Road I and downstream system development <br />as part of the storm wate management plan. Development of this site <br />only lends impetus to the need to provide additional storage capacity <br />for the storm sewer system on the property undeveloped around the Bel <br />Rae Ballroom. <br />JCJ/bc <br />
