The <br />development of a Capital Improvement Plan requires the deter- <br />mination of needed capital improvements to existing facilities <br />and equipment, the establishment of appropriate policies setting <br />forth the City's position regarding capital expenditures and <br />revenue sources, and an evaluation of the long-term growth needs <br />of the community. Obviously, all of these areas are covered by <br />other portions of the Long -Term Financial Plan, but unlike the <br />Capital Budget which is a summary, the development of the Capital <br />Improvement Plan takes into consideration all of these factors <br />when putting together the program. <br />9 <br />0 <br />
