A copy of the preliminary program is enclosed for your review. Your comments <br />on the program should be submitted to me by March 20, 1984. A final program, <br />prepared after consideration of your comments, will be explained at a public meeting <br />at 8:00 a.m., Monday, April 2, 1984, at 356 Courthouse, St. Paul, Minnesota. <br />You are invited to attend the proposed meeting and to send me your written comments <br />on the program. Aftcr the program is approved by the Board of Commissioners, a copy <br />of it will be sent to you. <br />Kenneth E.
